3447210 - Web dispatcher or ICM service does not come up on port < 1024 on Unix platform

The parameter has been set in the instance profile but the service with port <1024 cannot be activated with error 

icm/server_port_<xx> = PROT=HTTPS,PORT=<number <1024>,EXTBIND=1
