1. Enable ILX & personalized recommendations & validate configurations & prerequisites as mentioned in Prerequisites to Adopt Personalized Recommendations On the New Learning Home Page | SAP Help Portal and subtopics.
2. Check the Personalized Recommendations Adoption Information under Learning Administration > Application Administration > Integrated Learning Settings & note the:
   "Learning Recommendations in this instance are ready for user consumption:" is 'Not Ready.'

In addition to the minimum activity data mentioned in Enabling Personalized Recommendations from Admin Center | SAP Help Portal this activity is only considered if records are less than 2 years old.

Ensure the data to meet the minimum activity data used for personalize Recommendations engine is within these times restraints:
users - last updated timestamp is within 2 years for active or 5 months for inactive 
items (event history, learning plan or bookmarks) - within 2 years old and optional courses only.
