3447660 - Restful http request with "PUT" method from **/cmswebserviecs/** getting 403 error due to Rewrite rule in Apache Http server

Symptom

When editing an page component in Smartedit, the "Update" request got blocked.

And if opening the "Inspect" tool of the web browser, this RESTful request (method=PUT)

"**/cmswebservices/v1/sites/{SiteID}/cmsitems/{ItemUUID}"

is blocked, and it returns 403 error, in the response it tells:

"403 Forbidden

Forbidden 

You don't have permission to access /cmswebservices/v1/sites/makino/cmsitems/*** on this server."
