3448173 - Error "Failed to install NodeJS" is returned when updating Portal - SAP PD

• Installing PD Web  16.7.7.4 on a fresh machine, error is returned:
     Failed to install NodeJS
• Setup program fails to start the service and returns:
     Starting SAP PowerDesigner NodeServer 16.7...
     The system cannot find the file specified.
• Starting the SAP PowerDesigner NodeServer 16.7 service manually returns:
     The SAP PowerDesigner NodeServer 16.7 service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.
