3448305 - DB6: bootstrap error: java.security.InvalidKeyException while encrypting data. ERRORCODE=-4221

Symptom

A successful upgrade of Db2 from 11.5.8 to 11.5.9.0 SAP2 with SAP JVM 8.1.097 produces the following error in the jvm_bootstrap.out when starting to initialize database connection.
Storage access initialization failed due to OpenSQL error: Check if your db driver file is available on the file system or if the user has correct permissions for that file
ConfigurationException:   Error while connecting to DB.

Caused by: com.ibm.db2.jcc.am.SqlException: Caught java.security.InvalidKeyException while encrypting data.  See attached Throwable for details. ERRORCODE=-4221, SQLSTATE=null

This error can also be encountered starting JAVA AS and SAP Application with JVM  java vm version   : 8.1.098
