3448839 - Quota limit exceeded error in API Management

In API Management, a Quota policy is used in one the APIs, with second as a timeunit. However, Quota limit exceeded error happens when the API is called with high number of calls per second.

It is even possible, that as per the calculation, the error should not happen. E.g. 100 calls per second is the limit. The user is triggering 1180 calls at the rate of 10 calls per second. Out of 1180 only 300 calls are successful and the remainings are in error.
