3450110 - $metadata performance due to enqueue lock

Symptom

Odata $metadata or /sap/opu/odata/sap/service_name/ access is slow.

Below is observed:

1. metadata cache is not used.
2. Odata performance trace /n/IWFND/TRACES shows most of time spent at Hub System, method /IWFND/CL_MED_MDL_PROVIDER~GET_SERVICE_GROUP
3. t-code st12 trace shows most time spent at abap method: CALL C C_ENQUEUE 
4. t-code sm12 shows locking on $metadata related table: /IWFND/I_MED_CTC , etc.
