3450200 - Choose Layout in ALV is not displayed correctly

Symptom

In the 'Select Layout' dialog box, the layout list is not displayed correctly as shown below.

Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental.

Instead, the ALV Grid is displayed with a row and a vertical scroll that does not allow scrolling to the second line and selecting it.
