3450438 - DB6: dbms_ddl.create_wrapped fails with CREATE OR REPLACE FUNCTION SAPTOOLS.LOBALLOC running the post-script db6_update_db.sh:

Symptom

The following dbms calls can fail due to authorisation issue when running post-script db6_update_db.sh: 

call dbms_ddl.create_wrapped( 'CREATE OR REPLACE FUNCTION SAPTOOLS.LOBALLOC 
call dbms_ddl.create_wrapped( 'CREATE OR REPLACE FUNCTION SAPTOOLS.TF_LOBALLOC
call dbms_ddl.create_wrapped( 'CREATE OR REPLACE PROCEDURE SAPTOOLS.colkblen.

Error
SQL0551N  The statement failed because the authorization ID does not have the required authorization or privilege to perform the operation.  
Authorization ID: "DB2<SID>".  Operation: "REPLACE FUNCTION". Object: "SAPTOOLS.LOBALLOC"
