3450442 - Not able to create a Transfer Order with more than 999 items

Symptom

- You are unable to create a Transfer Order(TO) with more than 999 items in transaction code LT01, LT03
- Error Message number L3199 "Total for assigned quantities exceeds quantity to be removed"
