3450487 - xsuaaserver is not able to start after restore - java.lang.NumberFormatException: For input string: "${sys:logging.maxFiles}"

Symptom

After restore, xsuaaserver is unable to start.

XSA diagnose shows:

Checking trust configuration between databases and UAA: FAILED
FAILED to get token from UAA. Caused by: REST request POST to url 'https:/<host>:<port>/uaa-security/oauth/token' had response code 500 (Operation failed due to unexpected server error) with error message: '<!doctype html><html lang="en"><head><title>HTTP Status 500 – Internal Server Error</title>

xsuaaserver.out shows:

ERROR Could not create plugin of type class org.apache.logging.log4j.core.appender.rolling.DefaultRolloverStrategy for element DefaultRolloverStrategy: java.lang.NumberFormatException: For input string: "${sys:logging.maxFiles}" java.lang.NumberFormatException: For input string: "${sys:logging.maxFiles}"
at java.base/java.lang.NumberFormatException.forInputString(NumberFormatException.java:65)

AND/OR

ERROR Error processing element Strategies ([RollingFile: null]): CLASS_NOT_FOUND
