Is it possible to update the $TMP package to a custom package can be transported for the Fiori apps activated using task list？

e.g. 

• SAP Gateway - Activate OData Services (SAP_GATEWAY_ACTIVATE_ODATA_SERV)
• SAP Fiori - Initial Setup for Fiori Applications S/4 (SAP_FIORI_FOUNDATION_S4)
