3452836 - Upgrade BODS tomcat ssl could not be re-enabled back - BODS 4.3

Symptom

Not able to load https:/xxx.xxx.xxx.xxx:443 page to test tomcat

Environment

IPS 4.2 to 4.3
tomcat upgraded from 9.071 to 9.0.79 from the IPS installation
Data Services 4.2 to 4.3
