3453084 - Unable to assign Dynamic User Lists to private Folder within a public read only Workspace

• On a read-only workspace when we create a private content folder, it can only be shared with user lists that were invited to the Work Space. 
• The user lists added via the participation settings don't show up.

• SAP SuccessFactors JAM Collaboration

1. Edit a Workspace: Participation -> Access level -> Add lists here
2. Go to invite workspace members -> Add lists here as well
3. Go to content -> Add private folder -> Only the invite lists can be selected to access private folder

This is by-design originating from the Legacy Jam logic. 

• This is an expected behavior.
• Use the workaround of sharing the private content folder with user lists that were invited to the Work Space.
