3453200 - Putaway WT creation through PPF for deliveries with partial Goods Receipt posted

Symptom

You have prevented in customizing Implicit Goods Receipt.
An Inbound Delivery has Goods Receipt (GR) posted for some of its line items and you expect Warehouse Tasks (WT) for putaway to be created through Post Processing Framework (PPF) actions.
PPF is executed, however a queue from Function Module /SCWM/TO_CREATE_WHR gets stuck in transaction /SMQ2 with error:

"Cannot create WT for warehouse request &1, goods receipt missing.
Message ID /SCWM/TO_WHR067"
