3453539 - Poor Performance When Creating a Work Item and Working with Soldoc

When creating or editing work items from the scope tab of a work package which has solution documentation assigned the performance is poor. Compare this to a work package which has no solution documentation assigned in which the work item creation pop-up opens with no issues.
