3453908 - Get the error message "open SQL array insert produces duplicate records" when creating inspection plan in Create Inspection Plan app

When creating inspection plan in Create Inspection Plan app, you get the error message "open SQL array insert produces duplicate records".

This is a data inconsistency.
Check in SSCUI 105731 - Define Number Ranges for Inspection Plans, we can see that the current number range status for inspection plan is smaller than the largest group number of inspection plan (can be checked in Manage Inspection Plans app). As a result, when creating an inspection plan, the system is trying to assign a group number that is already existing in the system, which will cause the duplicate key error. 

Set the number range status to a big enough value.
