When opening the "show assignments" dialogue in modify stage, it displays blank.

Reproducing the Issue

1. open a 360 form which is in modify step

2. click on "show assignments" button

3. the dialogue opens, it shows blank

Cause

The competency and/or objective sections defined in the template are hidden in the step.

Resolution

Enable the competency and/or objective sections for users in the step.
