3454234 - Approver Type Position Relationship behavior during Job Information workflow

A position has a Position Relationship: Custom Manager as of current date and a different Custom Manager as of future date. If Workflow on Job info has been configured where Approver Type is position relationship and the workflow (Position change initiated via Job Info) is triggered on the future date, then the workflow is sent to the Custom Manager as of current date, instead of the future Custom Manager.
