3454428 - Allowed to Generate documents while Quote is still in approval status

Even though defined "When quote needs approval, users can only preview documents" user can still generate documents.

SAP SALES CLOUD CPQ

1. Enable "When quote needs approval, users can only preview documents"
2. Open a quote in waiting approval status
3. Try to generate document
4. All actions are enabled.

This is a bug on the application, currently only when quote requires approval (this can be checked through tag "<* ApprovalRequired *>" ) and not when already sent to approval.

Fix for this is tentatively for release 2408.

Currently there is no workaround, administrators should inform all users about the bug.
