3454896 - Users in the "Block all emails to" list are still showing up in the Email Summary Audit Report

Symptom

Users whose email addresses are populated in the "Block all emails to" list in the Mail settings are showing up in the Email Summary Audit Report.

Resolution

Confirming that this is expected system behaviour.

While an admin can populate the ‘Block all emails to’ configuration with specific email addresses, the notifications will still be generated. As such these are recorded in a specific database table which the report generates the data from.

However the notifications themselves are not sent as there is another process which actually prevents them from being sent to the intended recipient.
