Symptom
When performing the publish "Publish selected employees in the Metadata Framework (MDF) " a few users are being skipped despite having changes in the MDF field from non zero to zero values.
Environment

Reproducing the Issue
- Go to Compensation Home
- Select the Template
- Complete compensation cycle
- Publish data dropdown > Click on "Publish selected employees in the Metadata Framework (MDF)"
- Select the wanted options and submit
- Job completes successfully and a few records are skipped
Cause
This is expected behavior. The publish is skipped if all fields to be published have 0 or null values, 0 value as standalone cannot be published.
Resolution
In order to publish the 0 value, you should also publish a valid value for other field. Other than that is just by design, an enhancement request can be submitted if you feel that having the option to publish 0 value as standalone is needed for your business requirements.
