3454979 - FM CSAP_MAT_BOM_MAINTAIN create new BOM items rather than change existing items

Symptom

When execute FM CSAP_MAT_BOM_MAINTAIN to change existing BOM items, system create new BOM item using input value rather than change existing BOM items. 

Same behavior can be observed in BOMMAT iDocs which uses same function module to update BOM data.
