3455663 - Error "The requested operation is not available" OR SF EC logon page is displayed is raised when opening webgui

Following the implementation of SAML configuration in accordance with KBA 2253359 on the ECP/ERP or S/4HANA system, the webgui service, https://myxxxxx.payroll.sapsf.eu/sap/bc/gui/sap/its/webgui, or any other backend application opened in a browser, may fail with the error message "The requested operation is not available."

Another potential symptom is the display of the SF logon screen.
