3455690 - [Fiori Launchpad] Standard catalog tiles are not properly displayed in Fiori Launchpad Designer

You are using the Launchpad designer but all the available tiles inside the catalogs are not properly displayed:

1. In the console you can see the following error messages:

• Failed to load tile: Missing module URL - ChipInstance({oChip:Chip({sChipUrl:""}),bFullscreen:false})
• undefined: initializeConfiguration expects that the CHIP is no stub anymore

    2. In the Chip request (/sap/opu/odata/UI2/PAGE_BUILDER_CUST/Chips('X-SAP-UI2-CHIP%3A%2FUI2%2FACTION')?$expand=ChipBags/ChipProperties)you can see the following message:

•         "title": "Failed to read UI2 CHIP configuration for CHIP name X-SAP-UI2-CHIP:/UI2/ACTION. RC: 7 Service not active:/sap/bc/ui5_ui5/ui2/ushell/chips/action.chip.xml",
