Symptom
Admins or users cannot add or remove Special Requests for Classes even with the correct permissions
Environment

Reproducing the Issue
- Create Special Request
- Assign Special Request to class
- Register a user
- You cannot edit the Special Request to the users you registered.
Resolution
Under the LMS_ADMIN there are the following configuration settings where you can select who can edit the data:
# This flag is used to allow if admins can enter/modify data in the registration form custom columns when registering/modifying users enrollment
allowAdminToModifyRegistrationFormCustomColumns=true
allowSupervisorToEnterRegistrationFormCustomColumnsData=true
allowUserToModifyCustomColumnsDataIfRegisteredBySuper=false
allowUserToModifyCustomColumnsDataIfRegisteredByAdmin=false
