3456517 - Compliance form is not getting triggered to any candidate - Onboarding

Compliance forms don't trigger as expected, to any candidate.

Check the 'BPE monitor processes', it shows no error and has a status as "Finished" with complianceRequired value = False.

Missing permissions for the BPE user.

In order to confirm what is the BPE user being used, go to:

1. BPE monitor processes
2. Filter icon > Variable > Enter: "OnboardingProcessId=123456789" (number refers for the candidate's process Id)
3. Under "Started by", for compliance task, is the BPE user

Now, go to "View User Permission" or "Manage Permission Role" and certify that BPE user has below permissions:
