3456517 - Compliance form is not getting triggered to any candidate - Onboarding

Compliance forms don't trigger as expected, to any candidate.

Check the 'BPE monitor processes', it shows no error and has a status as "Finished" with complianceRequired value = False.

Missing permissions for the BPE service user.

In order to confirm what is the BPE service user being used, go to Update Process Flows for Onboarding and Offboarding.

Now, go to "RBP troubleshooting" or "Manage Permission Role" and certify that BPE service user has below permissions:
