Symptom

Error message TK430 occur in T-code: KEDV only in test system while "no changes allowed" is set in T-code: SCC4. If changing view V_TKETRL in T-code:SE54 according to note 356483, then message SV352 will occur.

You are changing a function group which does not belong to you
Message no. SV352

But in PRD system and DEV system, no error occur even though flag "no changes allowed" is also set in T-code: SCC4.
