3457718 - The System Log (SM21) has High priority entries Q30, Q31, and Q32 regarding the 'Parameter READONLY must not be set'

Symptom

After an SAP system installation or upgrade, several warning messages can be found in dev_disp log file. The warning messages are for parameters that are either defined as READONLY or INTERNAL.
