Generate Forms is available under Profile > Actions, but not in Mobile.

First you need to Implement it and follow it Prerequisites as per Guide: Implementing Print Forms Generation. Then:

1. Go to any Profile
2. Actions > Generate Forms

This is only available in computer and not in Mobile.

This is a Product Limitation and we only have access to it by computer and not via Mobile.

If you want to be able to do so, you can submit an Enhancement Request. And it will may be considered for future releases.
