3459369 - Navigating to a GUI app from another open application returns Failed to resolve navigation target: #Shell-startGUI

Symptom

Clicking a link to another application from withing an application gives the following error

App could not be opened either due to an incorrect SAP Fiori launchpad configuration or a missing role assignment.

Failed to resolve navigation target "#Shell-startGUI?<parameter>&sap-app-origin-hint=&sap-system=S4FIN&sap-ui2-tcode=<T-code>&sap-ushell-navmode=explace". This is most likely caused by an incorrect SAP Fiori launchpad content configuration or by a missing role assignment.
