3460280 - SUM error: Scanning of download directory failed with 'Could not read XML file '<download directory>'.'

Symptom

When you run the SUM and provide the stack xml file into SUM, there is an error as below in the popup and log SCANDOWNLOAD.LOG:

2WETQ399 Scanning of download directory failed with 'Could not read XML file '<download directory>'.' - repeating dialogue!

...

4WETQ399 Dialogue validator 'DialogueValidator' failed with 'Download directory contains illegal characters ' , ' , like space or COMMA, which lead to problems with tools, please change!
