3460311 - Initial setup wizard for SAP Process Integration & Orchestration fails with error "component sap.com/com.sap.xi.ctc.app is not found"

Symptom

After installing a new  SAP Process Integration & Orchestration system, follow up SAP Note 1548120 - Configuration Wizard: PI Process Integration & Orchestration to run initial setup wizard, but fail with the below error:

Invoked component sap.com/com.sap.xi.ctc.app is not found. The reason for this error is either an undeployed library/application or a non-started application.
