3460855 - Please set one record as primary record error - Onboarding

The manager is receiving an error message that says, "Please set one record as the primary record for Emergency Contact" even though we have a Primary Record set to "Yes" in "Review New Hire Data".

SAP SuccessFactors Onboarding

1. Log in the instance as the admin
2. Go to Onboarding
3. Open the task to Review New Hire Data
4. Try to go past the Emergency Contact and Next 
5. You will see the error

 Missed permission

To resolve this issue, the 'Complete Data Collection Tasks' permission must be added back to the Admin Role.
