3460906 - "On sale from" and "On sale to" fields in promotion header are not editable after inputting plant group

Symptom

When using t-code WAK1 to create a promotion, after inputting Plant Group information on the Plant Groups tab, the fields "On sale from" and "On sale to" in promotion header will be grayed out.
