3461902 - Error when completing new hire data review - Onboarding

An error message is being raised when tries to submit New Hire Data Review with specific managers:

Error: The manager [manager id is shown] for user [user number is shown] does not exist or was not yet hired as of [hire date inserted]

Important note: Customer is using mini EC

SAP SuccessFactors Onboarding

Centralised Services source is enable to Onboarding but EC is not used in the instance

Go to Onboarding General Settings > Turn the switch to 'Centralised Services' off considering that EC is not in use.
