Can we make the All Address portlet mandatory(City, ZIP Code, etc) in PDC Step (Onboarding) rather than the Review New Hire Data step so that candidate cannot move forward?

Resolution
- Address portlet requirements cannot be limited to PDC only. We cannot make address portlet mandatory only in PDC and not in New Hire Data Review.
- Address Portlet mandatory in PDC if we make it mandatory in New Hire Data Review. This is how the system should behave.
