3462097 - Unnecessary HU WT creation after rejected usage decision

Symptom

Quality inspection takes place on HU level. The internal action of the follow-up action are selected as negative ones, for example, blocked stock, scrap to cost center...

After UD the POSC is removed from the HU and a warehouse task is created that changes the stock type and might moves the stock to the storage type for scrapping. However, additionally an HU warehouse task is created which is not relevant in that process. And the creation of this unnecessary HU WT may even stuck in SMQ2 which results in a WMTH* stuck queue.
