3462162 - "The add-ons are not entitled for your user" error while planning S/4HANA upgrade in Maintenance Planner

Symptom

You want to upgrade to S/4HANA 2023 and during the planning you get an error in Maintenance Planner (MP). 

"The technical system SID[ABAP] contains the following add-ons that are compatible with SAP S/4HANA 2023 - 01 FPS. However, the add-ons are not entitled for your user. Please contact your SAP accounts executive, for further details on your software entitlement.

Add-on product version and comprised software component versions

SAP ACCESS CONTROL 12.0-Plug-in on SAP BASIS 7.40+ "

It could be any other product as well other than SAP Access Control.
