The communication user lacks the necessary communication arrangement for handling outbound delivery processes. This could occur due to misconfiguration or incomplete setup of communication arrangements for outbound delivery

Can check the relevant communication scenario for API using SAP Business Accelerator Hub

Steps to follow:

1. Login to SAP Business Accelerator Hub
2. Search by API example: API_PRODUCTION_ORDER_2_SRV 
3. Click on Production Order (Version 2)
4. Under API Resources Click on Attributes and check for relevant Communication Scenario 

To set up the communication arrangement for outbound delivery

1. Create a communication arrangement with the relevant communication scenario.
2. Assign the communication arrangement to the communication user.
3. Make sure to use the assigned user when calling the API
