3463252 - Planned Post Goods Issue Date is the same as Delivery Date.

Symptom

While creating a STO -  Outbound delivery through VL10B, Planned Delivery Date (Planned PGI date) is the same as STO Delivery date in ME23n. 
For example it takes 10 days to deliver to the receiving plant, its expected that picking/loading/Goods issue be proposed at least 10 days before the delivery date.
