3463457 - SM58 tRFCs stuck in "Transaction Recorded" status and SMQS Scheduler in Waiting status

Symptom

All tRFCs in SM58 stuck at "Transaction Recorded" status and SMQS Scheduler in Waiting status.
Manually process the tRFC via SM58, it is working.
Restart outbound scheduler SMQS as KBA 2556837, the scheduler still stuck in Waiting status.
