Symptom
When performing Primary Application Server installation during Installation/System Copy with Software Provisioning Manager (SWPM),
Scenario 1: you can see following entries in the sapinst_dev.log file:

Scenario 2:
In sapinst_dev.log, there are following entries.

The step createTempLicense with step key |NW_ABAP_CI|ind|ind|ind|ind|0|0|NW_CI_Instance|ind|ind|ind|ind|ci|0|NW_Temp_License_ABAP|ind|ind|ind|ind|lic|0|createTempLicense was executed with status ERROR (Last error reported by the step: Process call '/usr/sap/<SID>/SYS/exe/uc/linuxx86_64/saplikey pf=/usr/sap/<SID>/SYS/profile/<SID>_<Instance Number>_<hostname> -install_first_temp <XXX> XXXXXX' exits with error code 2. For details see log file(s) saplikey.log, dev_slic).
In saplikey.log, there are following entries.
saplikey: failed to connect to the database.
After executing "R3trans -d" via <SID>adm user, the following entries can be found (The following log sample is from oracle database) .
