3463980 - Background Image is editable on spotlight though setting is disabled in Configure Latest People Profile

Symptom

Background image is editable on Spotlight though "Allow employees to edit background image” is disabled in Configure Latest People Profile > General Settings.

Reproducing the Issue

Go to Configure Latest People Profile.
Make sure “Allow employees to edit background image” is unchecked.
Login instance "sfadmin" or any system admin / Proxy as "user A".
View their own spotlight.
Background Image is editable.

Resolution

The behavior is expected and as per system design.
A new version of People Profile experience which provides a redesigned public view of your profile. It's enabled by default in all systems.
With the new People Profile, employees can edit the background picture. It is an intentend change for below 2 reasons.
1. Keep minimal customer effort for configuration
2. Allow self-branding of Employee
This means, system will not respect legacy configuration Admin > Configure People Profile > General Settings > Allow employees to edit background image /Disable background image uploading by employees for this setting.
System still respect Admin > Configure Latest People Profile > General Settings > Assign background image. Customer can control the images which employee can select .
