3464007 - [ONB-35055] I9 form error when ListA and ListC both become Mandatory in I9Reverification - Onboarding 1.0

• When a manager tries to complete the reverification of a foreign employee with a form I-94, the system throws an error and does not allow the manager to proceed without selecting a field on List C. However, those cases should only contain information on List A.
•  When doing the I9 under the proof of eligible documents we have to either select List A or List C documents. However, even after selecting List A document, the system is prompting to select list C documents.
