3464021 - Different behavior while creating WO with combination of DEF WOCR and putaway WPT

Symptom

The user selects 2 HUs and creates HU WTs with a WPT that has been defined as a putaway WPT, WO creation rule has been defined as DEF. After the creation user found there are totally 2 WOs, 1 WT per 1 WO. But while using other WPTs, for example internal movement WPT, the system will create 2 WTs per 1 WO.
