3464045 - 500 internal server error when access to CMC or BI without SSO configuration

1. SSO was initially configured on both nodes as a test, but the old configuration was ultimately abandoned.
2. After testing SSO and verifying its behavior, need to reconfigure without SSO.
3. Reverting the changes on node 1 caused a 500 internal server error.
4. The error message in the logs indicated that there was a problem with refreshing metadata from the 'idp-meta-downloaded.xml' file.
5. Despite disabling SSO in the global.properties and FioriBI.properties files, the error occurred and rendered node 1 inaccessible.
