3464350 - Unable to view user details when using authorization policies

There is a need to set following authorization policies in order to let the assigned admin should only be able to see and update the users whose division is Test (Test)

• users.READ_USERS Restrict: User.division= Test (Test)
• users.Update_USERS Restrict: User.division= Test (Test)

However when click into the details of any target user, following error occurs:
