3465134 - Create rule option / Export import option is not available in Manage substitution and Validation rules app (F4406)

Symptom

Using Manage substitution and Validation rules app there was a substitution rule created in the Quality environment.

Now it should be create / export the rules into Production environment, but the Create Rule option is not available.
