3465319 - "Unable to fetch form data" error is received when completing some of the SWH tax forms due to disabled 'area-code' field - Onboarding

• Some Onboardees are unable to complete their Compliance SWH Tax forms due to the 'Unable to fetch form data' error.
• The 'area-code' field is not enabled in Manage Business Configuration > phoneInfo data model, as a result, some onboardees are receiving the 'Unable to fetch form data' error.
• The client doesn't want to use the 'area-code' field, hence, did not enable in the Manage Business Configuration > phoneInfo data model, and is causing candidates to receive the 'Unable to fetch form data' error.
• Client has configured an override field for SWH forms for skipping the 'area-code' field same way how it can be overridden for US I-9, but it is not working.
• Override field for phoneInfo works for US I-9 but is not working for SWH forms.
